Dislocated Worker

The Dislocated Worker pages of the demographics flow record information about the job seeker's reasons for unemployment. These questions contribute to determining program eligibility, particularly for WIOA Dislocated Worker. The following instructions apply to the Dislocated Worker Status and Dislocated Worker Details pages. Below are screenshots of the pages, as well as a table listing each field and a description of the content required.

  1. Complete the following question:

    Read the options and select the one that applies to you:

    • (a) My employer laid me off or provided notice of layoff because they are reducing their workforce; (b) my employer provided notice of termination; or (c) I am unemployed because I received an Honorable Discharge from the U.S. military.
    • My employer laid me off or provided notice of layoff because of a permanent closing or major layoff.
    • My employer made a general announcement that the business will close within 180 days.
    • My employer made a general announcement that the business will close, but did not name a date.
    • I was self-employed, but am now unemployed because of the economy or a natural disaster in my community.
    • I am a displaced homemaker having difficulty finding or improving employment. (A displaced homemaker has lost the income of a family member that they depended on. This also includes dependent spouses of active duty service members with greatly reduced income due to deployment, call to active duty, change of station, or a death or disability connected to military service.)
    • My spouse is an active duty armed forces member and I've lost my job due to relocating for their change in duty station.
    • My spouse is an active duty armed forces member and I'm having trouble finding or improving employment.
    • I am unemployed because of military closures or realignments.
    • I am an armed forces member (or the spouse of an active duty armed forces member) looking for work and training in an area where these services are not readily available due to demand.
    • I am unemployed because of an emergency or natural disaster of national significance that could cause a large loss of employment as declared or recognized by a federal agency.
    • I am unemployed because of an emergency or disaster that caused many workers to relocate.
    • I am unemployed due to multiple layoffs in my community.
    • I am unemployed due to an emergency or natural disaster that the Federal Emergency Management Agency (FEMA) declared eligible for public assistance.
    • None of the above.
  2. Select Next.
    • If you select any of the reasons besides None of the Above, the Dislocated Worker Details page displays.
    • If you select None of the above, the Dislocated Worker Details does not display.

Dislocated Worker Details

The answer you select on the Dislocated Worker Status page determines what questions display and are required on the Dislocated Worker Details page. Additional questions display for staff that self-service job seekers do not see.

    Are you eligible for unemployment benefits or have you run out of unemployment benefits? (Drop-down) Select Yes or No. (Only displays if you select the first Dislocated Worker Status option listed above, and if you answered No to the previous question.)
    Have you been told that you are not eligible for unemployment benefits because you didn't earn enough or you worked for an employer not covered by unemployment insurance? (Drop-down) Select Yes or No. (Only displays if you select the first Dislocated Worker Status option listed above, and if you answered No to the first question.)
    Select your layoff employer. If your employer is not listed, select Employer Lookup to perform a Layoff Entry search for the employer. If you cannot find the employer, skip the above question.(Drop-Down) Select your layoff employer from the list. If you identify your employer through Employer Lookup, the employer name will display.
    What is your employment end date? (Text/Calendar) Enter or select the projected or actual end date of employment.
    Type in a keyword to select a North American Industry Classification Systems (NAICS) code for your job that is ending.(Text) Enter a keyword related to the industry. A drop-down list will display as you type; select the most accurate NAICS code and title.
    Type in a keyword to select an O*NET occupation code for your job that is ending.(Text) Enter a keyword related to the occupation. A drop-down list will display as you type; select the most accurate O*NET code and title.
    How many hours did you work per week at your job that is ending?(Digits) Enter the average number of hours worked per week.
    What was your hourly wage at your job that is ending?(Digits) Enter the hourly wage.
    • You can calculate hourly wage from annual salary by determining the total number of hours worked by multiplying the hours per week by the number of weeks in a year (52). Next, divide this number from the annual salary. For example, if an employee has a salary of $50,000 and works 40 hours per week, the hourly rate is $50,000/2,080 (40 x 52) = $24.04.
    Approved Trade Adjustment Assistance (TAA) Petition Number (Drop-down) Select the petition number if job seeker is covered by a Trade Assistance Act petition.
    • The petition numbers that display are managed by the TAA Petition Management Admin Task, which is privilege-based.
    Approved Trade Readjustment Allowances (TRA) Claim (Drop-down) Select the TRA claim number if job seeker is covered by a Readjustment Allowance.
    National Dislocated Worker Grant (NDWG) Enrollment 1 (Drop-down) Select the appropriate grant the job seeker is potentially eligible for.
    • The NDWGs that display are managed by the Program and Enrollment Lists, which are controlled by AJLA–TS staff.

    NDWG Enrollment 3 (Drop-down) Select the appropriate grant for which the job seeker is potentially eligible.
  2. Select Next. The Misc page displays, unless the job seeker is 50 years or older, in which case the Reemployment Trade Adjustment Assistance page displays.

Dislocated Worker (Statewide 15% Program)

If your state currently has an active Statewide 15% Program, you have the option to select the Statewide 15% Program ID on the Dislocated Worker Details page. If the job seeker selected None of the above on the Dislocated Worker Status page or is active military, the Statewide 15% Program ID will display on its own page. If your state does not have an active Statewide 15% Program, this question will not display.
