Service & Training Plan

Use the Service and Training Plan to document all enrollment-specific services. Some of the most common services involve eligibility determination, career counseling, and referrals to jobs, employers, or other supportive services. Documentation of services is crucial for federal reporting requirements and the management of enrollments. These services contribute to the job seeker's exit date from the enrollment: Most enrollments end 90 days after the last completed service.

The services that display for an enrollment are controlled by Services Admin in ServiceLink Admin Tasks. Services Admin is a privilege-based feature that is typically restricted to State Directors.

The fields that display and are required for a service depend on the enrollment and on the service itself. The ability to add closed services or delete services is dependent on your role (varies by state). Likewise, the ability to access fiscal options for a service also depends on the service and the enrollment, controlled through Services Admin, and on your fiscal system privileges.

The S&T Plan for an enrollment can easily be accessed in a job seeker's Program Registrations in Case Details.

Add a Single Service

Staff-Provided Service

  1. From the job seeker's Case Details page, in the Program Registrations section, select S&T Plan next to the relevant enrollment. The [Enrollment Name] Service and Training Plan page displays.

  2. Select Add Service. The Add Service & Training page displays, with the name of the enrollment above the page title.

  3. If this is a service you are providing, select Pre-Fill My Office Info. Your office information is pre-filled.

  4. The table below describes the available fields. Keep in mind these fields may or may not display, depending on the service and enrollment.

    Provider Name

    (Text) Pre-filled with your office name.

    Address (Text and Drop-down) Pre-filled with your office address and phone.
    Service Information
    Service Type (Drop-down) Select the appropriate service from the drop-down. Type the keyword to narrow the selection of services (e.g., "resume" or "training")
    • Don't see the services needed? Services are set up for each enrollment by your AJL administrator. If the services needed do not display, contact your supervisor or AJL administrator.
    Status (Drop-down) Select the appropriate status (may vary by state or enrollment).
    • Completed: The purpose of the service is done, or the objective has been reached. An example is a job seeker who attended training, completed all coursework, and attained the objective of the training: a certificate, diploma, or license.
    • Exited, Funding Source Change: Used by some states to manage services by funding. 
    • Exited Grant Ended: Used by some states to manage services within a grant period.
    • Exited, Program Year Ended: Used by some states to manage services by program year.
    • Exited Without Completing: The job seeker did not complete the service and is no longer participating in the service.
    • Failed to Report: The service was scheduled, but the job seeker did not report to participate in the service and did not reschedule prior to the time of the scheduled service.
    • In-Progress:The service has started and the job seeker is actively participating.
    • Proposed: The service is proposed. A proposed service may be a service discussed with the job seeker during the development of their employment plan, but specific dates and times have not yet been identified.
    • Rescheduled: The service was scheduled, but the scheduled dates needed to be changed.
    • Scheduled:The service is scheduled for a specific date.
    • Unsuccessful Completion: The job seeker participated in the service throughout the planned period, but did not successfully complete.
    • Waived: Typically used for WPRS. Mandatory scheduled services can be waived.
    • Denied: Used by some states to manage approval of training contracts. If the training contract is not approved, the status is entered as denied.
    Type of Meeting (Drop-down) Select the type of meeting from which the initial service was provided (Phone, In Person, Virtual, Other). If Other is selected, specify the type of meeting in the text box that appears.
    Occupation (Type-ahead) Enter a keyword related to the occupation. A drop-down list will display as you type; select the most accurate O*NET code and title. Occupational codes are required for training services.
    CIP (Type-ahead) Enter a keyword related to the field of study for the training program. A drop-down list will display as you type. CIP codes are typically required for training services.
    Does this service lead to a credential, employment, or measurable skills gain?

    (Radio) Select Yes or No.

    Select the result(s) the service may lead to (select all that apply):

    (Check boxes) Select all that apply from the following options:

    • Industry certification
    • Apprenticeship certification
    • Government license
    • Associate's degree
    • Bachelor's degree
    • Community college certification
    • Secondary school diploma
    • Employment
    • Measurable skills gain
    Pay-for-Performance Contract

    (Radio) Select Yes or No.

    (Specific to WIOA Adult, Dislocated Worker, Youth, and NDWG enrollments)
    Pay-for-Performance Provider ID (Text) Enter the 7 digits or characters required (Specific to WIOA Adult, Dislocated Worker, Youth, and NDWG enrollments)
    Training Agent ID (Text) Pre-filled with your office number or the training provider's Training ID.
    Participant Group (Drop-down) If this service results in an expense that must be tracked through fiscal participant groups, select the relevant group.
    Total Cost (Digits) Enter the dollar amount of the service's cost. This field is informational and is not connected to FiscalLink.
    Office (Drop-down) Displays your office by default.
    Staff Providing Service (Drop-down) Displays your name by default.
    Notes (Text) Enter any notes specific to this service.
    Scheduling
    Days (Buttons) Select the day(s) on the service takes place.
    Est. Start and End Dates (Text/Calendar) Select the dates on which the service is estimated to begin and end.
    Actual Start and End Dates (Text/Calendar) Select the dates on which the service actually took place.
    Start and End Times (Digits) Enter the time of day the service begins and ends.
    Hours Planned (Digits) Enter the number of hours planned for this service.
  6. When you are finished, select Save. The Service and Training Plan page redisplays, with the service you just added.

Training Program Service

  1. From the job seeker's Case Details page, in the Program Registrations section, select S&T Plan next to the relevant enrollment. The [Enrollment Name] Service and Training Plan page displays.
  2. If this is a service related to training, select Search for Training Programs. A Search for Training Programs pop-up displays.

  3. Enter a keyword or location, or leave the fields blank, and select Search. The Training Program Search displays.

  4. Use the filters to narrow the search as necessary. Select the program name to view the Program Details page, which displays information about the schedule, credentials, cost, and more.
  5. All programs that display in the search are WIOA approved or are from approved Registered Apprenticeship sponsors. See Training Program Search and Training Program Details for more information.

  6. When you have identified the program the job seeker is going to participate in, from the Training Program Search page, select Select Program. The Add Service & Training page displays, with the following information pre-filled:
    • Provider Information: The training provider name, address, and phone are pre-filled.
    • Program Name: The program name is display-only.
    • Occupation: The O*NET code and title of the career the program leads to are pre-filled from the program, with a description displaying below.
    • CIP: The CIP title for the program's area of study is pre-filled, with a description displaying below.
    • Training Agent ID: The Training Provider's ID is pre-filled.

  7. Enter the remaining required information. When you are finished, select Save. The Service and Training Plan redisplays, with the service you just added.

Services Quick Entry

The Services Quick Entry feature is available to quickly record completed services for an enrollment. The Enrollment Checks Editor controls whether this displays for an enrollment.

  1. From the job seeker's Case Details page, in the Program Registrations section, select S&T Plan next to the relevant enrollment. The [Enrollment Name] Service and Training Plan page displays.

  2. Select Services Quick Entry. The Services Quick Entry page displays.

  3. Choose the Service Type.

    The services that are available for selection match those in the full Add Service & Training page, and are controlled by Services Admin.

    • Date Completed defaults to today. Change if necessary.
    • Staff Name defaults to your name, role, and office. Change if necessary.
  4. If you need to enter additional completed services, select Add Service. Additional rows display.
    • If you need to remove a row, select the red x.
  5. When you are finished entering completed services, select Save. The Service and Training Plan page displays, with the new services added.

View/Edit Services

Updating the status of the service and adding or editing the Actual End Date is critical. The case manager is responsible for keeping services up to date. For example, if the job seeker quits a training service before the Estimated End Date, the case manager must update the status and enter the Actual End Date for the service. Another example is if the service needs to be extended. If training (or any other service) takes longer than anticipated, the case manager must update the Estimated End Date. If the dates and status are not kept up to date, the job seeker may exit while still actively participating in services.

The Exit Warning Report in Tableau supports monitoring caseloads.

  1. From the job seeker's Case Details page, in the Program Registrations section, select S&T Plan next to the relevant enrollment. The [Enrollment Name] Service and Training Plan page displays.

    • You can also access a service through the Consolidated Service & Training, which captures all services in all enrollments.
    • Select the name of the service you wish to edit. Services Names are only links if you have permission to view/edit that enrollment's services.
  2. Select Edit next to the service you wish to update. The Edit Service & Training page displays.

  3. Edit the service details as necessary. Select Save.
    • To return to the plan without saving changes, select Back to Service & Training.
    • To remove the service record, select Delete.

      The ability to delete services is a role-based privilege that varies by state.

Result Multiple Services

If an enrollment has services in a status of In Progress, Scheduled, or Proposed, and a case manager adds or edits a service in one of these statuses, the Result Multiple Referrals page displays.

To proceed past this page without updating any services, select Return.

This page is currently being updated and will only display when a service is edited and when you're ending services, not changing estimated dates.

Follow-Up Services

Follow-up services can be added to the job seeker's Service and Training Plan. The AJL exit process ignores follow-up services when determining and generating the job seeker's exit date. Case managers can add follow-up services when services to the job seeker are completed, before the exit date is generated. For example, if all services are completed on June 30, the case manager can enter a follow-up service with an actual start date of July 1.

Follow-up services typically begin with the words "Follow up." Follow-up services are mapped to reporting categories in Services Admin.

TAA Services

The Service and Training Plan for TAA enrollments has several additional, customized fields to track training related to their reemployment efforts.

Date Relocation Allowance Approved (Text/Calendar) Select the date on which the job seeker was approved funding for relocation.
Reason for Training Waiver

(Drop-down) Select the reason why the job seeker cannot complete training:

  • Enrollment unavailable
  • Health
  • Marketable Skills
  • Recall
  • Retirement
  • Training not available
  • Unknown or served prior to 2002
Reason for Waiver Revocation

(Drop-down) If the training waiver is later revoked, select the reason why:

  • Training is now available
  • Training funds are available
  • Recall is canceled
  • Applicant does not have marketable skills
  • Other
Reason for Revocation (if other selected above) (Text) Enter the reason the waiver was revoked if not available from the selections above.
What method was used to deliver the individualized or training service? (Drop-down) Select the method of delivery for the training (Virtual/Online, Mix of in-person and virtual/online, In-person only, no virtual/online).
Is this part-time training? (Radio) Select Yes or No. Part-time is defined as less than 12 credit hours.
Is this pre-layoff or pre-separation training? (Radio) Select Yes if the training is scheduled prior to the job seeker's employment end date.
Is this training leading to an associate's degree? (Radio) Select Yes or No.
Agent/Liable State

(Drop-down) Select the source of unemployment funding:

  • Both Agent and Liable
  • Liable State
  • Agent State
Do you want state and federal taxes withheld from your benefits? (Drop-down) Select if the job seeker wishes to have taxes withheld from their wages: Both Federal and State, Federal only, or No.
Training Enrollment Date (Text/Calendar) Enter the date on which the job seeker was enrolled in training.

TAA Waivers

When a waiver from training is issued to a TAA participant, the case manager must enter a waiver service in AJL. How the waiver services are managed can be determined by the state's policies and procedures.

The AJL administrator must make the waiver service available for TAA enrollments and must map the waiver service to the TAA Training Waivers category.

Add Waiver

A job seeker in TAA may receive a waiver for training if they cannot enter training at this time. For example, a job seeker might receive a TAA waiver if the training they are seeking is not currently available.

  1. Navigate to the job seeker's TAA Service and Training Plan. Select Add Service. The Add Service &Training page displays. (See image above)
  2. Select Waiver from the Service Type drop-down.
  3. Select the reason the job seeker is receiving a waiver for Reason for Training Waiver.
  4. Enter the Status, Estimated Begin Date, Estimated End Date, and Actual Begin Date.
    • Manage the Status and Actual End Date according to state policy. For example, your state may not allow a Status of In Progress, Proposed, Scheduled, or Waived.

Revoke Waiver

A job seeker's training waiver can be revoked if the circumstances surrounding training change. For example, training or funds may now be available that were not previously.

  1. Navigate to the job seeker's TAA Service and Training Plan. Select the most recent waiver service. The Edit Service & Training page displays with the details of the service populated.

  2. Update the Status, select a Reason for Revocation, and enter/update the Actual End Date.
  3. Edit the service details as necessary. Select Save.
    • To return to the plan without saving changes, select Back to Service & Training.
    • To remove the service record, select Delete.
